System Optimisation under Static and Dynamic Assignment Methodologies: Implications and challenges for congestion charging, Kathryn Stewart
Abstract
Congestion charging has been a topical issue in the UK and worldwide for many years. It is theoretically possible to optimise network flows by tolling individual road links, but most operational schemes are cordon based and are not able to produce a fully optimised system. This work investigates the effects of link/path tolls rather than cordon tolls and considers first solutions under deterministic and stochastic static assignment, and then extends this to consider tolling within dynamic network assignment. Temporal and spatial boundary issues will be discussed both in theory and using examples of London and Singapore, and the theoretical difficulties of achieving a Dynamic System Optimal by tolling are considered.
